It sounds like the search for the Ivory-Billed Woodpecker, believed to be extinct since 1944. People who claim it still exists have sometimes taken photos, but dang it, they're always too blurry to be of any use, while other people claim to have seen one close up, but wouldn't you know, they never seem to be able to take pictures in time.
