Have you tried contacting Institute for Justice? They're an organization of lawyers that fight government abuse and overreach, similar to the ACLU (Have you talked to them). They've brought lawsuits and done some good work. There's a contact form submission page at the link below. Might be worth a shot to at least see what they say.
