Agreed on the sensitive emissions. Alaska or even the open sea would be far better suited for tests of that sort. A while ago there was discussion about a site being developed near Area 51 in a canyon in the early 2000's. The consensus was that it was created for testing a sensitive radar system without radiation leaking out of the Test Site. That said, I sometimes pick up very odd signals with my spectrum analyzer in Rachel. And no, not the Skinwalkers 1.6 GHz signal... :-)
