To add to what Joerg and Tyler said, I'll point out that the situation with Diego Garcia is...complicated. It isn't purely a USAF facility, though there are two AF detachments there. There are also two US Space Force detachments there, as well as a couple of US Navvy detachments maintaining support and supplies facilities on the island.

In addition to that, Diego Garcia isn't owned by US military; it is leased from the UK, who also has some Royal Navy personnel stationed there. It effectively operates as a join US-UK base. So they might need permission from the UK to test there.

Further complicating matters is that Diego Garcia hosts communications centers for the Navy, Air Force, and Space Force. Testing Black Projects there might be detrimental to that mission.

Also, as the UK and US continue to insist that Diego Garcia isn't subject to the African Nuclear-Free Zone Treaty, it is likely, that there may be or have been nuclear weapons stored there, though no one outside of the US and UK military can say for sure.

Just a few thoughts.
