over water, off the coast of San Clemente, California is now fairly common. they'll close off airspace at late night/early morning to move it to places like china lake or point mugu, etc, then out to over the water. Also, articles that can fly at particularly high altitudes aren't really at risk, especially at night. A U2 has flown straight over me at 60K feet in the middle of the day --- but couldn't see or hear a thing.
