That's not unusual for a data center. It sounds about as large as some of Equinix's older ones in NOVA. Figure, HVAC to maintain the temperature and humidity for a fully operational facility, on-prem backup power generation and fuel reserves, and at least two cages dedicated to network infrastructure on two different sides of the building for outbound links to the rest of the base.

It would not surprise me if they were building a cloud infrastructure specific to the projects there. As far as any of us know the stuff going on there is classed at TS, which pretty much means they have to build everything in-house from scratch to meet regs and get an ATO. Plus, they could have whichever contractor building and maintaining it tailor the virtualization environment to their purposes.
