I would speculate that might occur when a black project is retiring and the customer wants to give the workers involved in the program a view of their handiwork.

Wichita is a place where I might expect such a "Fini" flight would happen, due to the number of major airframe manufacturing operations in town.

When a program comes out of the black is another occasion, and I witnessed both the F-117 and B-2 fly over a location in upstate New York where work on both was done.

I wasn't on either program but when word goes around the plant to "Go outside at 10AM and watch the sky.", you just have to join the crowd. Seeing people who had worked for years having to keep the secret being able to say "I worked on that!" was as gratifying as seeing those aircraft themselves.
