I would not be surprised to find out it was mapping for the gold mining company right nearby in Goldfield, NV. Recently they found more gold there and actually diverted the road around the land they wanted to mine. It must have been worth it? Use google earth over Goldfield then grab the timeline tool you'll see what I'm talking about.
