What made me say that it might have been for the NGAD demonstrator is that at the time Will Roper announced that the demonstrator had flown and well at Groom Lake, a huge new facility had just been built.
And that some people on this forum have told me that the demonstrator would have flown at Groom Lake because it would make the most sense for various reasons.
