I am not an expert in reading or interpreting budget data, but to me that can mean a number of things: a) The project is in serious trouble and its now beginning to show b) Disinformation c) The praised open architecture proves to be not so open after all (I have seen that many times in my career as software developer) d) Unexpected breakthrough advances in a field that affects the B-21 e) All of the above My money is on the latter... :-)
