While some press reports did attempt to link money received by Lockheed to "Aurora", I doubt that there was any intentional attempt to use "Aurora" as cover for QUARTZ. Lockheed was indeed doing a lot of different things at the time, including QUARTZ. The assumption that the large amounts of money Lockheed received indicated an "Aurora" program was active was a stretch even with what was known at the time. As far as I know none of Lockheed's proposals for hypersonic aircraft at the time used scramjets. Most of them used turbo ramjets or other propulsion.
