The military operates like this: each person has exactly the access they need to do their job, no more, no less. So if your job is to sit on a hill in a pickup truck and watch the road, you probably have access to the motor pool where the trucks are kept (if they're even kept on base), the guard shack, restroom facilities, and maybe, if they're lucky, some employee common areas like the dining hall. And that's about it. They'll have no access to hangars or prototypes or any of that.
