The government doesn't like to give the appearance of giving a single manufacturer a monopoly. Having worked for a major space and defense contractor, I can say that it's generally understood amongst everyone involved in procurement on the government side as well as amongst the staff of the various defense contractors that a single company will be awarded the contract, but they'll subcontract parts of it out to a bunch of their competitors and partners. So NGC might be awarded the B-21 contract, but I guarantee you that Boeing will be building some component or system, Lockheed will be building some other component or system, and a bunch of the components will be farmed out to the usual cast of characters (Allied Signal, Honeywell Aerospace, etc.). The defense industry is like a little cartel almost.
