From what I have heard (more than somewhat educated guesses) our clutter filters have indeed filtered out these objects due to slow speed. Going through the archived raw sensor data without the filters is how they found the previous balloon incursions. Without the filters they are finding all sorts of objects now. I am sure not all are Chinese spy devices, but the fact of the matter is that someone's screw-up allowed the Chinese to spy on us for years undetected with very low tech and low cost hardware.
