Tyler Rogoway from The War Zone wrote a couple of very interesting articles on that topic. See notably "Adversary Drones Are Spying On The U.S. And The Pentagon Acts Like They’re UFOs" which is super well written and completely in connection with the recent balloon chronicle. I link an other article related to the Tic-Tac event in particular. As far as I know, lack of evidence make it hard to clearly favor one scenario over an other. While I guess many of the sightings actually relate observations of slow-moving, balloon / drone - like objects (which could definitely be emanating from foreign countries), the USS Nimitz encounter sounds to me like the only (as far as we know) challenging one to explain.
