Then you risk to either deliver on time but exceed the budget by throwing in more ressources to meet the deadline ... ... or you stick with the budget but might not deliver on time. Or you can't deliver at all, since the bottleneck is not staff number (and costs) but hardware expenses. So some kind of controlling definitely required - guess the "magic" is to find the right balance between "leave us alone" and "regular milestones" Also keep in mind that engineers are not always the best at financial things ;-)
That should work well if the goal is purely technical - but possibly less so if it also includes limits of time and/or money ;-)
