You should talk to your attorney about it, but USAF OSI is a hybrid civilian/military federal law enforcement agency that operates outside of the normal USAF chain of command and exists at the level of the Department of the Air Force, outside of the USAF itself and outside the USSF as well. AFAIK, they have jurisdiction over all crimes committed within and against the USAF and USSF.
