It is quite instructive to look at the war in Ukraine for drone and anti-drone activities.

There is increasingly professional DIY modification of small commercial drones by Ukrainian territorial defense force (TDF) units to drop explosives on enemy positions, but that's normally not beyond handgranades or small mortar bombs - although there are some quite interesting designs.

For anything beyond that, in particular the Russian side uses military-grade drones like Iran-built Shahed 136 "loitering munition".

I would say it is nearly impossible to bring such devices into continental US and this is certainly closely monitored. And for launch sites outside the country - the vast ocean is your friend ;-)
