So, to answer the original question: N99NG is probably outfitted with new avionics and other equipment or mods to existing equipment that is meant to eventually to go into the B-21. Then they test the equipment in the NTTR, where the infrastructure for such tests exists.

Again, this is common sense. No whistleblower to whisper in my ear needed.
