I don’t think that’s what was implied. Actually the opposite. Flying in and out of ATL, I’ve seen a Janet or two in the Delta MRO hangers. What is being implied is that people not in the “need to know / unnecessary personnel” would not be allowed at Groom. If MRO can be done off-site, it is in the best interest of Groom security and probably more efficient from a cost standpoint since Delta has a large 737 fleet the maintainers as another poster mentioned. I would say, that any personnel working on a Janet aircraft most certainly would have some type of security clearance, that just seems obvious but idk for certain. I will say when I’ve seen them in ATL, unlike other aircraft, the Janet’s are fenced off with temporary chain link.

I’m sure someone else here more in the know that can say something could add on. This is just my take.
