In the past government agencies would send people "National Security Letters" with threats of arrest, etc. if they did not follow the letter. One of the instructions could be to provide info on a target, and not notify them.

If I am not mistaken,those were struck down by the courts.

With that removed, the FBI has turned to lying to judges to get bogus warrants. I have some links on that also.
