Unless things have changed radically, badge scanning should still be a hand-held unit that incorporates a barcode (Code 39) scanner and an embedded chip reader, plus visual verification of the printed information on the front of the CAC with same. I never did figure out if the scanners used some form of wireless communication to phone home and verify the data from a database elsewhere.
