It sounds like the security tax-slash-clearance PITA compensation. As far as base security is concerned, keeping the bus drivers in a lounge all day means they can keep an eye on them, as well as minimize security-related variables. That way, the drivers don't go wandering around where they're not supposed to go. It also minimizes the number of unexpected situations that could crop up. Physical access control. As far as the driver is concerned, the driver undoubtedly had to underground a background check to get a security clearance matching where they go and where they hang out. The paycheque they get for cooling their heels in a lounge all day is compensation for going through all that rigamarole.
