They are two different aircraft using the (bogus) Mode-S code ABC123. The flight tracking sites assume that Mode-S codes are unique and "connect the dots". When you look at the individual legs on ADSBExchange you see that the aircraft in the NTTR uses callsign TEST01Z and the aircraft over Buenos Aires uses LVONO.

I have seen the ABC123 code over the NNSS all last week. Likely a UAV operating out of the new Yucca air strip.

The hex code ABC123 actually belongs to the civilian U.S. registration N8568S, which per the FAA database is not currently assigned.
