Looks like the plane is owned by Twin Otter International, which leases their Vegas fleet for research to NASA's "Airborne Science Program"

the orbit appears to be centered above this test site (linked above), between "Survival City" and U1A underground explosives test site, which i somehow failed to tag and ID - would appear to be an old bomb test site abandoned just prior to testing by the looks of the tower and cabling
