Ah, good question. I hope we get some input from those forum members that are far more knowledgeable than I am. Here are my two cents: The article just mentions a "growing threat posed by PRC fifth- and sixth-gen fighter development". Notably no mention of Russian developments. The F-35 is a fifth gen aircraft and the yet to be revealed centerpiece of the NGAD family is a sixth gen fighter jet. Currently foreign fifth gen jets include the Chinese Chengdu J-20 and the Russian Sukhoi Su-57. For 6th gen it seems that both China and Russia are in a similar phase as we are with the NGAD. Lots of speculation, but no real facts. All three countries expect the jet to be ready for service in the 2030's.
