Of course it happens, plenty of literature points to an aggressive campaign even as we speak, but to drown out an entire 'starlink' like constellation? That is going to take some insane levels of accuracy, availability & also would mean having the ability to hunt down the VVLO nodes out there. Just some sushi for the mind.
