My somewhat educated guess is that it is related to data connectivity. The base recently installed what I believe to be data access towers for air and ground units near the GL Rd Gate, near the Back Gate and likely in other locations. So if they get bored chasing tourists or dropping silver balls in the WTR they can surf DLR. Right!
