It’s easier for local courts to handle it. If you went for federal charges then more info would be needed. Who’s the plaintiff?Air Force?DoD? Hence why the deputy said “test site” vs. saying Groom or Area 51. Easier to just give people fines and a stern warning than actually charge them federally.
