From my research, personal discussions and observations, many of those types of employees are locals from (Hiko, Crystal Springs, etc.). They typically ride-share in and out of the range via the buses some people like to watch for and photograph. This is a major reason why people in those towns come across as (understandably) very defensive and quiet-mouthed about the buses - the range provides their residents with employment opportunities that i would assume would otherwise be nonexistent in such a tiny community otherwise. And a major reason why i think it is inappropriate for watchers you see on youtube to chase the buses around - they're just hassling hard-working people who really don't even know much
