The commuting isn't much of a secret. If you live out there, you see the busses and you likely know they go out to the test site. Once they get in the neighborhood of the test site, however, which ones go left and which ones go right? I interned with Idaho National Labs (nuclear energy research for DOE) during college. They, too, had busses that picked people up in towns across south eastern Idaho and drove them out to the various reactor (and other) facilities. You could also drop off your personal car in Idaho Falls and get a government fleet vehicle for the 50-60 mile drive out into the desert. They're one of the largest employers in the region, so nobody questioned people getting on the busses or into those cars and heading out there. Now, which of those busses went to the regular old energy reactor research facilities and which ones went to the top-secret Navy nuclear facilities or the rumored facility that built radioactive reactive armor or nuclear powered spy equipment that never needed a battery change... you'd never know.
