My guess is performing "Flight Check", calibration and testing of airfield navigation equipment. Could be that the ILS or localizer was recently worked on, or they are testing new or existing approach procedures. Sometimes they do this with a King Air for smaller, slower aircraft, and sometimes in this case they use a Challenger business jet for faster aircraft like say... 737s that regularly arrive and depart there.
