I am not sure about the typical salary but I know there was, and likely still is, a financial incentive for employees who opt to stay at the base for the week (they work 4-10's) instead of flying home each night. As for the phones and other mobile devices, there are lockers at the Las Vegas Janet terminal where all such devices have to be left. Enforcing this is easy: A signature from these devices on base would be fairly easy to detect.
