I've been tracking Janets to/from KXTA and KTNX and noted suspended or initiated tracking while transitioning 10,000 feet. I would suggest the 10,000 tracking change is likely a regular Janet checklist item as it relates to ADS-B tracking.

10,000 is also used in the regular airline world to signal flight attendants of "sterile cockpit" procedures as well as preparation for landing. Veteran travelers are familiar with the double chime after takeoff and before landing indicating transition through 10,000 feet.
