Well, Stuttgart is a very small airport, so depends on how you define "anywhere near the USAF ramp" - but not really, "Stuttgart Army Airfield" is the installation at the south-west end of the airport, you'd either have to cross the main runway or go around on the taxiway to the far left (west)

It is tempting to speculate since Stuttgart is headquaters to US European Command as well as AFRICOM and Special Operations Command Europe (SOCEUR) but why use a German plane when you have plenty of own heavies?
