The system is called PDC (Pre-Departure Clearance) and been around for several years. It was designed to reduce frequency congestion by providing the clearance via text form a CRT screen or printer rather than voice. Typically, PDC is found at larger facilities like KLAS.I would be surprised if KXTA or TNX had PDC but who knows?
