I found this link while reading Timothy Good's book on alien bases. The Pentagon study started in 2008 about propulsion,etc.This link says the contract was an advanced Atip program. I have yet to read the info on the link but it sounds interesting. As an aside I don't know if good is legit but the book is interesting mainly about aliens living here on earth for thousands of years. True or not but good read.
