The reason why they are all headed into one major testing exercise is, in a nutshell, that the sensor shooter chain has gone from mission specific airframes in theatres, to a 5000 mile daisy chain of kinetic effects.

Think of it this way; A B-21 out of Guam lifts off with its Loyal Wingmen. These wingmen are 150 miles either side and up front providing AESA and IR sensor packages as well as air to air weaponry. This formation has also keyed into the B-52 on orbit so it can launch rapid reaction weapons against targets of opportunity. That B-52 is linked to a P-8 who is keying in data via laser downlink to submarine forces.

And all of this is on screen at Beale because a series of assets are providing eyes on, and the AI at home is crunching all of this sensor data and finding hidden targets (Big part of AI development went into pattern recognition and finding targets hidden by active camouflage methods) and wargaming it all out.

And right here and now in 2021? There are a dozen or more major weapon systems ready to go into operational service that have effects and abilities that have never been seen before, and they are all needing the last few kinks ironed out and doctrinal manuals written.

So yeah, expect many, many more exercises where the entire CONUS is a hive of activity.
