Looks like an RCS test model. Not sure if it represents an aircraft that was ever built. The shape does not ring a bell. You can see the aircraft in GE historical imagery between 2003 and 2006 near 34° 48.664'N/117° 17.879'W. The historic images are not perfectly lined up so it "jumps around" a bit.
