Not sure about the Nevada or county laws - but in Germany you are allowed to take pictures of all things that you can access or see from public space (exception: if people are in the frame that are not just "minor parts of the picture", then you have to ask them for permission), so would be surprised if this is much different in the US.

Furthermore, if they don't allow pictures, shouldn't there at least be a proper sign to indicate?

Therefore, I'd not be worried if it is just one or two quick shots - unless you hazzle the workers or try to sneak around and attach a device to the bus or so. Also Sheriff's station directly attached to the courthose - guess somebody will come out and approach you if you hang around for too long.

But otherwise, what should be the secret about the bus???

Is anything known about the workers who travel on the bus? My guess would be they are more support staff than high-profile engineers - the latter people usually prefer less remote places to live ;-)
