It gets worse: The National Radar Cross Section Test Facility (NRTF) at White Sands was formerly known as RATSCAT. :-)

As for SCAT71, it shows up with that call sign on Flightaware. I have recently seen N281PR, N639RA and N401XP on my local Mode-S receiver with a SCAT callsign.
