Yes, they were very likely jamming ("music on"). Testing new pods maybe that they cannot safely test in the crowded air space in Germany. Or that require infrastructure on the ground that exists in the NTTR. Almost 20 years ago there was an incident in Vegas where garage doors opened by themselves, or failed to open at all. I don't think it was ever officially confirmed but it was very clearly some sort of jamming gone wrong.
