There are indeed good indications that at least some of the F-117 are now flown by contractors, former USAF F-117 pilots. But I would think that the "gas bill" is part of the overall mission budget. Asking for the tail number would make sense in a real deployment where the tanker refuels many different units and it may just be standard procedure for training missions as well.
