The blue part of the engine reverses the engine thrust by deflecting it forward. If you look closely you can see the engine exhaust deflected up and forward in the photo. These thrust reversers are used to help decelerate the aircraft once on the ground. Typically both engines are reversed at the same time. They could be testing a new component (which would explain the different color) or trying to make a tight left turn onto a taxiway. You can see the nose wheel steering left as well.
