A joint USAF/Navy project. This post by Smythers in the "F-18E/F/G Replacement" thread comes to mind.

"Oh look. It is the USN.

P1 *Cancelled.*

P2 *Cancelled after a full demonstration effort was wildly successful.

P3 * Cancelled because they didn't want to endanger manned assets. But see project 1.

P1A. let us re-look at this capability, and manned is cool! But, wait! There's more! *Cancelled.*

P4A *Cancelled because unmanned manned mix was wrong.

P5 *Cancelled because we don't like the USAF and their insistence of being project lead. **

** The USAF had the demonstrator on the freaking ramp and at TRL-7 but 'Shrugs'... *Cancelled.*

The USN need to get a grip on their leadership, get the cold hard truth laid out before them, and shamed into actually putting down the capabilities sorely lacking.

And I don't mean bitch slapping J-UCAS into a crappy tanker flying twice a month."
