Not in Germany. NRC is 31.000 km^2, all of Germany is 358.000 km^2 (sorry, metric guy). So NRC alone is 12% of the country. In addition to Goose Bay already mentioned, I guess much training goes on over the North Sea, then possibly with our French neighbours, Sardinia and Corsica, Norway and Sweden. And if you really want to be undisturbed and nobody watching, my bet would be on something like Namibia, South Africa and Australia. Compared to these, A51 is possibly as frequently visited (and watched from space) as Cancun in Spring Break ;-)
