Indeed it does. The primary purpose of that pod is "Precision geo-location and non-traditional intelligence, reconnaissance and surveillance".

The pod has been deployed since 2009 so it is doubtful it is the pod that is being tested. Maybe it is being evaluated for integration in the B-21? But why does that require a chase aircraft of the same type, but without the pod?
