I don't really understand why Red Flag aircraft are subject to those restrictions. Any secret stuff is almost certainly kept under wraps, so the pilots couldn't see anything not already visible on satellite photos. Not to mention that the pilots already must have fairly high-level security clearances and in any event are way too busy to go gawking at the base during the exercises.
