Could that a/c be doing the navigation aids calibration/test mission previously carried out by USAF C-140s? I had a major who worked for me who'd flown those "flight check" Jetstars until they were retired in the early/mid 90s. As I recall, he said the USAF was not going to replace them and would rely on OGAs and contractors to fulfill that mission.
