I can't speak to the designation. But there is some evidence that the project is connected to the "Common Mission Control Center" at Beale AFB and also to Edwards South base.

You seem to be suggesting that the RQ-180 may be some sort of catch-all designation, similar to the Aurora in the 1990's. A project that in itself does not exist but is made up of many different leaked bits of info about various technology demonstrators and prototypes. An interesting thought...
